A Research On The Implementation Of Allowance Policies For The Purchase Of Agricultural Machinery And Its Impact On The Development Of Xinjiang Urumqi County

China began to implement subsidies for the purchase of agricultural machinery in 2004. The Ministry of Finance has destined 120 billion yuan of special funds in the twelve years since the implementation of this policy. Due to constant environmental changes the implementation of these plans aiming to improve the level of agricultural mechanization has encountered some problems. Urumqi city in Xinjiang province has been in the forefront of economic development, as well as being a high-end technology concentration area. Urumqi county is a key agriculture area in Urumqi city. The height of the widespread agricultural mechanization can boost the development and modernization of the agriculture of all Xinjiang. Thereby increasing productivity, produce "to the point with surface" effect.This paper uses descriptive statistics analysis, questionnaire, qualitative and quantitative-analysis methods to investigate the situation related to the implementation of the subsidized purchase of agricultural technology in Urumqi County at the present stage. The questionnaire survey was used to understand the degree of satisfaction of the implementation of such policy based on the perspective of farmers. Putting forward policy recommendations through the analysis of the fund sources, the quality of agricultural machinery, post-sale service, directory satisfaction, subsidy funds issued timeliness, subsidies preferential degree points. From the optimization products’ catalog, increasing agricultural input matching funds, strict price control of subsidized equipment, paying special attention to the talents, consolidating the agricultural team, and policy to ensure the effective implementation, ensuring equipment of agricultural technology with high quality and good price, in order to further improve the subside regime for equipment quality and post-sale service. All of these provide related departments policy suggestions to enhance the modernization of agricultural production according to local conditions and provide data support for the future development of agricultural modernization in Urumqi county.
