| Henan province is with large agricultural area and population,and problems about agriculture,rural areas and peasantry(three agriculture issues for short)are typical and representative.The central plains economic zone is the demonstration zone focusing on coordinated development of industrialization,urbanization and agriculture modernization,and it’s construction has been promoted to the height of national strategy.As the central part of central plains economic zone,it is urgent for Henan province to solve the problem of agricultural modernization.It can not only find the agriculture modernization path suitable for Henan province,but also has popularization value and reference significance for other provinces in the Midwest.This paper constructs the comprehensive evaluation index system evaluating agriculture modernization from the five aspects as the condition of agricultural production,the agricultural investment level,the agricultural output level,the rural economy structure and the farmers’ living standard,so as to measure the agricultural modernization level of Henan province.After evaluating,this paper digs out that the agricultural production conditions in Henan since 1990 has changed little,but thanks to the acceleration transfer of rural labor force after 2000,the agricultural investment,agricultural output level,the rural economy structure and the farmers’ living standards have greatly improved.In 2009,agricultural modernization in Henan has accomplished preliminarily,but there is still a bigger gap before fully implementation.Influenced by natural environment and the social economic development,the traditional agriculture presents the characteristics of the high risk and low income,moreover,it can not attract inflowsindependently.Resulting in the present situation of rural financial repression and restricting the process of agricultural modernization.Under the current situation of low agricultural modernization level,it can not improve the level of agricultural modernization by just relying on market mechanism adjustment.It must count on the government’s policies,including finance,industry,technology policy,etc.,among which the financial policy is the core.This paper starts from studying the current situation of financial policy supporting agricultural modernization,and digs out that capital source is single,while the function of financial support of capital and insurance markets on agriculture is missing.Although central bank implemented measures of "directional drop" improved supply of agricultural funds,the trend of rural capital out-flow severely unpreventable.In addition,among the banking financial institutions,the quantity and scale of rural financial institutions is small,and the rural credit cooperatives are unable to provide adequate funds for agricultural modernization.Through empirical analysis,this paper unearths that there exists long-term stable coordinated relationship between the rural financial development and the agricultural modernization.As a result,it can promote the development of agricultural modernization process through improving the conversion rate of savings investment of rural financial institutions,and improving the support efficiency of credits to agriculture.Concretely,it is necessary to establish a new type of rural financial institutions system,the input mechanism of credits to agriculture,the preferential policies system of funds supporting agriculture,the insurance system of agricultural natural disaster,and encouraging rural financial development. |
