Abstract/Summary:
With the continuous development of economy, green issues appeared gradually. In traditional ideas, the relationship between nature and economic is a binary opposition. The concept of "green growth" aims to re-establish the relationship between nature and growth, to explore the best balance point between them. It is the key point to incent enterprises to change technology greener. It can optimize the production process, minimize the impact of economic growth on nature and minimize the impact of environmental protection on economic growth.In this paper, based on the policy environment model, the profit will be regarded as the core environment circumstance, external environment circumstances will influence the effect of policy through the core environmental circumstance. In order to find out the external environment circumstances, game theory is applied. The enterprise green growth policy implementation process is abstracted as an incomplete information dynamic game. Backward induction is used to derive the equilibrium conditions, which provides the theoretical foundation for the construction of the policy environment hierarchical model.Green market incentive intensity and green technology cost is obtained as two external environmental circumstances by game theory analysis. They are taken as green growth policy environment circumstances in this paper. And thorough analysis is followed.Based on the equilibrium conditions of the game, a hierarchical model of the enterprise green growth policy environment is constructed. The policy environment is divided into four levels, from good to bad. Every level has an adapted policy mix. Policy environment need to optimize first, and then direct incentives would be ready to use. In order to ensure that application of the model, an application process of the hierarchical model is designed. And the model is verified through the analysis of thermal power industry as an example, followed by policy recommendations in the final.
