With China's sustained and rapid economic growth, equipment manufacturing industry is also in a good economic situation and has achieved rapid development.Equipment manufacturing industry has become a prominent force in the development of the second industry.At present,The reason why Heilongjiang Province equipment manufacturing industry are technical inefficiency,low economic revenue, Low-end products and Low added value, to a large extent, lied on that the talent development level of Heilongjiang Province equipment manufacturing industry is low and the technological structure of the human capital mismatch the technological innovation requirements.All these reasons restrict the industry upgrading of Heilongjiang equipment manufacturing.Therefore, the improvement of Heilongjiang Province Science and technology talent development level has an important significance.Because,it can enhance the strength and competitiveness of our equipment manufacturing industry,by promoting black equipment manufacturing industry development,contributing to the economic development,increasing the income of employees and employment opportunities.The human capital theory, the new economic growth theory and the technological innovation theory are all provide a solid theoretical foundation for the later equipment manufacturing industry technology talent development level evaluation First of all,based on the theory of human capital development, it analysis the influencing factors of technology talent development level from the two dimensions of input and output,which mainly descripts the fund input factors, policy input factor, output of technological innovation factors and talent reserves output factor and a reasonable explanation on the selected indicators.Finally, a technical personnel development level evaluation system is constructed with 2 first level indexes,6 second level indexes and 21 third indexes.Through TOPSIS method that technology talent development level of Heilongjiang Province in equipment manufacturing industry ranked 16th, in the middle position, which is basic cinsistent with its strengh of equipment manufacturing industry in the national. According to the calculation results of different economy regionals and talent development dimensions, combining with the comparative and empirical analysis results of the Heilongjiang Province and Liaoning, Shaanxi, Sichuan, Jiangsu,the four different technology talent development level typical provinces,to make clear the technical talent development problems of Heilongjiang Province equipment manufacturing industry. There fore, Heilongjiang province should encourage enterprises to independent innovation, play the main role of enterprise technological innovation, encourage technological talents flow between enterprises and scientific research institutions, the establishment of integrated research and production personnel training system.
