In 2013, The output value of equipment manufacturing in China is 20 trillion Yuan, ranking first in the world. However, China’s industrial structure keep the following problems : Low capacity is excess; High capacity is unstable and immaturity; low market acceptance, which influence the development of China’s equipment manufacturing industry. At present, the international and domestic economic situation has the following characteristics: First of all, after the financial crisis, "re-industrialization" wave led by the America sweep the world, and then significance of the real economy is re-examined; Second, the reform of state-owned enterprises has been accelerated at the state of low growth of GDP and stabilization of the "new normal" economy environment. In addition, China’s labor costs kept rising, what made it become the largest costs of equipment manufacturing industry in 2013. Human capital is the most precious resource of the enterprises, and the development of the enterprises can not be separated from the investment of the human. In the circumstances of labor costs keep rising, research on the effects of human capital investment on equipment manufacturing industry’s transformation process, efficient use of human capital investment, reducing costs of labor, improve the profitability of enterprises.This article is divided into six parts, chapter one is the introduction, which mainly introduces the research background and significance, the domestic and foreign research status of development of equipment manufacturing industry, the research ideas and the main innovations. The second chapter is an overview of relevant theories and the equipment manufacturing industry overview, mainly including the meaning and functions of human capital theory, the connotation and characteristics of equipment manufacturing industry, characteristics of human capital of equipment manufacturing industry. The third chapter is present situation and human capital characteristics of China’s equipment manufacturing industry. The forth chapter is research on mechanism of action of human capital investment to the equipment manufacturing industry’s restructuring and development, the equipment manufacturing industry of human capital is divided into management, innovation, technology and others, and analysis of the characteristics of each kind of human capital, then using the model to quantify the contribution of three kinds of human capital to equipment manufacturing’s to the transformation and development. The fifth chapter is the reference of human capital investment model in foreign equipment manufacturing industry, analysis of the development mode of Germany, Japan and United States ‘s equipment manufacturing industry and discussion on the human capital experience on foreign equipment manufacturing industry investment combined with China’s characteristics. The sixth chapter is the proposals and measures of improvement of human capital investment on equipment manufacturing industry, policy recommendations of human capital investment combined with the fourth chapter, including five parts, respectively is: improve staff incentive mechanism; reserve talents by increasing investment in education, science and technology, absorb the international talents by mergers and acquisitions and technology introduction, guide the flow of talents by government policies, oriented supply of talents; strengthening the reform to optimize distribution of human capital.
