Since China's reform and opening up, the rapid economic development gathers momentum in our country. Banking sector, as a pillar of the national economy, also made great development. But in the process of opening up, the banking sector also exposed many problems,such as the regulatory policy was drop behind, the regulatory measures was single and unclear regulatory goals, especially in the back of global financial crisis makes the problem even more acute.In fact, in the process of sinicization of Marxism, from the financial crisis to the banking regulation, under different historical background has a profound understanding. This paper stresses the change of banking regulatory policy, especially after the reform and opening up,people in different periods of time adopt different means of regulation.The article combines the Marx and Lenin's ideas about financial and banking regulatory, put forward our own understanding about regulatory policy.The first part of the article summarizes the domestic and foreign scholars' study on the current regulatory system. The second part analysis the Marx and Lenin's classical theory and western countries regulatory system over the years, in order to seek the theoretical root of China's current regulatory means. In the third part, we refined the regulation into various stages after the reform and opening up, detailed the improve process of regulatory policy continuously. The fourth part presents the recommendations target the lack of regulation through the analysis above.
