The Construction of "Bohai granary" is a major strategic decision introduced in the field of national food security. According to this plan, food production in the rim areas of Bohai will be increased by 30×108 kg by 2017 and 50×108 kg by 2020, through exploitation and utilization of saline and alkaline wasteland, and fertilization of low yield farmland in the low plain around Bohai Sea. However, the construction of "Bohai granary" is a complicated systematic project involving many state organs, regions, industries, and other service departments. Especially, the uncertainty of effectiveness would be increased by the construction of "Bohai granary" in saline alkali land. There must be a complete system to support "Bohai granary" construction. Therefore, it should be of important theoretical and practical significance to develop a scientific supporting system of "Bohai granary" construction, so as to realize the "Bohai granary" idea and improve national food security.This paper took the supporting system of "Bohai granary" construction as the research object. Methods of literature, field survey, SWOT and system analysis were employed. The background, the progress and current situation of "Bohai granary" were analyzed, and the affecting factors and problems of "Bohai granary" construction were explored. The supporting system of "Bohai granary" was developed with relevant theory, and the guarantee mechanism of smooth operation of supporting system was proposed.The obtained results are following:(1) "Bohai granary" is the granary of the low plain around Bohai Sea in fact. The science & technology demonstration projects and construction projects are two concepts at different levels. "Bohai granary" in the current is in the pilot demonstration stage, and has a big gap to "Bohai granary" construction project. (2) The barren and saline-alkali soil, freshwater resources deficient, science and technology, policy mechanism and the comprehensive benefit are the key affecting factors of "Bohai granary" project. The agricultural production supporting system of the implementation area of "Bohai granary" is too weak to support "Bohai granary" construction successfully.(3)The supporting system of "Bohai granary" construction is a multi-functional composite system that can adapt to the law and the actual needs of the construction and development of "Bohai granary", and can ensure the smooth progress of "Bohai granary" construction. According to the theory of system, controllable, sustainable development and operations research, the supporting system of "Bohai granary" construction consists of 5 subsystems:government support, science & technology, capital, service and intelligence. The constituent elements and functions of each subsystem are different from and complement to each other. Taking information support system as an example, the "Bohai granary" data service platform model was introduced, which includes four parts:data acquisition, analysis, monitoring & warning, decision making. (4) The guarantee mechanism consists of 5 parts was put forward to ensure the supporting system of "Bohai granary" construction to be constructed completely and operating smoothly.The research results would bear great benefits to the construction of "Bohai Granary". However, the construction of "Bohai granary" is bound to be a long-term process, limited by the unfavorable natural conditions and weak social & economic factors. The construction of supporting system should also need to be tested and corrected in practice.
