In 2013, in order to improve the ability and efficiency of grain production in the low and middle regi on of Bohai Sea, Ministry of Science and Technology and Chinese Academy of Sciences jointly launched the major topic of the national science and technology support program-- “Bohai Granary Demonstrative Project of Science and Technology”. They plan to increase grain production of 10 billion catties in three provinces and one city(liaoning, tianjin, hebei, shandong) in the circum Bohai Sea by 2020. As a key area of Bohai Granary Construction, Hebei province bears the "Bohai Granary" task to increase grain production of 3 billion catties by 2017 and 5 billion catties by 2020. Hebei Provincial Party Committee and Hebei Provincial Government take this project as the province’s strategic grain growth engineering, driving the transformation of low yielding fields, promoting agricultural efficiency and increasing farmers’ income. As chief technical support unit of the project, Hebei Academy of Agriculture and Forestry is divided into five areas established eight main technology as technical support of grain production and farmers’ income. Using the analytic hierarchy process(AHP) and comprehensive evaluation method in this paper, we chose the southern cotton shuangfeng year two ripe cultivation techniques, brackish water for irrigation water saving tons of food technology of Middle East and northeast low plain rainfed dry grain production efficiency technology to evaluate the feasibility of thetechnology mode in science, technology, economy, ecology and mechanism, providing scientific and operational basis for their promotion.In the process of the selecting and determing indexes, through the analysis of current problems in the performance evaluation system of agricultural scientific research project, we selected the Delphi method and comprehensive evaluation method to construct the evaluation index system and establish the weight for each level of specific indicators. In the evaluation of scientific feasibility, “promotion period”, “whether obtain project support”, “whether patented”, “achievements appraisal” and “evaluation serve” as important indexes; in the evaluation of technical feasibility, “Farmers’ acceptance of Technology”, “demonstration scale”, “held rallies” and “promotion plan” serve as the main indexes; in the evaluation of economic feasibility, the effect of increased grain and income serves as the key index; in the evaluation of ecological feasibility, “the impact on the land quality” and “water resources”serves as an important index;in the evaluation of mechanism feasibility, “the farmers’ recognition”, “related departments’ recognition” and“experts’ recognition” serve as important indexes. And then, we selected the analytic hierarchy process(AHP) to calculate the weight of technology evaluation index. We chose yaahp software to quantize the indexes step by step and got the weight of performance evaluation system of 5 secondary indexes and 14 tertiary indexes, including the feasibility of science, technology, economy, ecology and mechanism. Finally, we used the comprehensive evaluation method to calculate the final score of each technology model. Based on the above analysis and model construction, the main results are as follows:It is technically feasible when it overall scores of more than 6 points,three main push technology mode are feasible. Brackish water for irrigation water saving tons of food technology overall scores of 6.2697 and the result is a bit poor, mainly on the effect of increasing production. The southern cotton shuangfeng year two ripe cultivation techniques overall scores of 6.7521 and the evaluation results is the second. This model can effectively solve the contradiction of competition for land resources between grain and cotton, improving land productivity. It can also make full use of the light resources of cotton field to increase grain production on the basis of the stability of cotton production. The work of low plain rainfed dry grain production efficiency technology is carried out very well, although the technology organized is shortest time. Its overall score is 7.8501 and the evaluation results is the best.Combining the comprehensive evaluation results that according to the above analysis with the actual situation of Bohai Granary partition in Hebei province, we finally puts forward the technical promotion countermeasures and suggestions as follows:Cotton shuangfeng year two ripe cultivation techniques should reduce the difficulty of promoting this technology mode.On the other hand, technological achievements summary and promotion also need to be further strengthened. Brackish water for irrigation water saving tons of grain technology need continue to be studied and improved in the promotion process. At the same time, it also need to improve technology propaganda on the competent department of industry and intensify popularization. Although its evaluation results is the best, the effect of increasing grain of low plain rainfed dry grain production efficiency technology model is slightly lower. In the future, we should further improve the technology and deepen the research in terms of increasing grain production.
