In recent years, because of the food production for years’ increasing, the number of the population’s increasing and the increase of the grain imports, and lots of storehouse need to be rebuild, these phenomenons caused the shortage of grain storage in our country directly or indirectly, the safe of the grain reserves has been threatened. In order to solve the problem of the insufficient of the grain storage, a large increase of the grain depot in the short term. For reduce the pressure of the government’s finances, the survey of the granary construction found that the construction of the granary has already started to introduce social capital such as the application of the PPP(Public-Private-Partnership) model in to the project. But in the meanwhile, to solve the problem of a large amount of money that builds granary which increases abnormal in short term, it will bring the market competition risk in the future.This article obtained the granary construction which has small profit uses the PPP model has unique advantages that are different from other construction of infrastructural facilities; Build a win-win model to calculate the granary reserve service radius and granary qualified reasonable construction of the PPP mode, and respectively add the time and space limit in the contract to restrict the competitive project so that to reduce the market competition risk; In the article we also found the main factors that influence the service radius of the granary storage projects, and they are: granary warehouse capacity, construction cost, project attraction, and project attraction is the decisive factor. Finally we analyzes the other risks that granary construction project uses PPP model, and provide reference for the cooperation of both sides who take part in the granary construction projects of PPP in the future.
