Research On The Optimization Basic Endowment Insurance For Urban And Rural Residents In Rudong County

Establishing and improving China's social endowment insurance system is a basic project to eliminate the dual structure of urban and rural areas and to achieve equalization of basic public services for citizens.It is also the only way to promote the development of the national economy from a foreign trade-driven type to a domestic demand-driven type.As the population aging issue gets worse,it is urgent to further improve the social endowment insurance system.In this thesis,Rudong County,which is a national model for performing family planning program in the last century,is taken as the research object.Also,from the perspective of social policy,the key problems,causes and solutions after the establishment and implementation of basic pension insurance for urban and rural residents in aging social are explored deeply.This article selects the full data of basic endowment insurance for urban and rural residents in Rudong County in 2018 as a sample,and analyzes the structure of the population covered by the insurance,the insurance premium collection and payment reserve,the level of pension benefits,the balance of fund income and expenditure,and the questionnaire survey on insurance participation.The status quo in this area are also studied,including the aging degree of Rudong County and the efficiency performance of the development of urban and rural endowment insurance system,policy design,and system implementation.Seven major problems and their causes in the endowment insurance work of urban and rural residents in this county are discussed.Finally,from the three aspects of system design,socioeconomics,and the payment behavior of the insured,the countermeasures and optimization suggestions for future development are put forward:(i)to improve of the basic system,it is necessary to strictly control the individual's responsibility to pay fees,adjust the policy responsibility analysis mechanism,improve the treatment determination and capital increase system,and optimize the annual payment standard setting;(ii)to optimize the industrial structure to improve industrial efficiency,it is necessary to expand the scope of employment,increase the level of insurance,and collect social wealth to improve the level of security;(iii)Furthermore,it is necessary to optimize the operation management,intensify publicity on the payment policies,unify the fund operation and management model,establish a cloud data sharing mechanism and strengthen community-level service platforms.
