In human resource management of modern enterprises, performance appraisal system is playing an increasingly important role to stimulate the employees' work enthusiasm, initiative and creativity, to improve their work efficiency as well as to tap their potential. Therefore, establishing a reasonable performance appraisal system with the maximum development of the enterprise human capitals is an important guarantee to increase the competitiveness of the enterprises.Company H is a high-tech enterprise engaged in the design, development and construction of environmental protection projects. With its strong technical strength, Company H has shown a rapid growth in recent years. However, the company's management level improved relatively slow and there are many problems in the human resource management, especially in the performance management and performance appraisal.This paper analyzed the problems and the relevant causes existing in the performance appraisal system for R&D personnel of Company H. By applying the scientific performance management theory into the optimization of the original performance appraisal system, Company H establishes a performance appraisal system for R&D personnel adapted with the actual conditions of the company, and also with some positive effects on stimulating their work enthusiasm, improving their work efficiency and promoting the project management level and market competitiveness of the company.The optimized performance appraisal system will not only make up for the defects in the original system but also introduce some changes based on project management practices. This may be a good reference for other enterprises in the same industry.Under the guidance of the enterprise's strategic goals, adopting variant performance appraisal methods, evaluation contents and weights to the different management levels and job contents, will ensure a fair performance management mechanism. Only through this, can the company ask for high commitment of the employees; at the same time, greatly improve the R&D people's work enthusiasm, initiative and creativity, effectively upgrade efficiency of the organization, and further promote the realization of the enterprise goals.
