Since 1999, China implemented holiday policy, and the number of country’s major scenic tourists has a bursting phenomenon during the annual holiday. From now on, crowded areas have extended from familiar spots to all spots. Crowded spots will lead to more people, space resources and tourism resources limited to be used. This will easily reduce tourists’ satisfaction and the willingness of word of mouth. As the global economy is developing, we will usher in a new travel time, with characters of ecology, Internet, leisure, micro era and cross-border. And tourists have more requirements, in the fierce competition, philosophy of only pursuing profit while ignoring the needs of tourists similar to "theme park" type is facing eliminated. Therefore, important scenic strategies are adhering to the concept of sustainable development and trying to meet the tourists’ demand. Faced with scenic congestion, we need to find out methods to improve scenic management level in order to reduce crowding perception, and to guide tourists to actively adjust their psychological expectations and behaviors in order to construct sited expectation.In this paper, through the use of AHP- Fuzzy mathematics theory, the paper tries to construct a mathematical model to evaluate scenic congestion. The main methods of the preparatory work to collect data are literature review, questionnaire, and interview. It`s convincing and authoritative to combine qualitative method with quantitative method to do empirical researches. Main conclusions:(1) tourists sensitivity and non-controllable weather conditions affect the crowded perception in a "high" level. Among them, the greater impacts are the expected value of tourism, the negative affect of other tourists, and poor climate conditions.(2) Reception area and service facilities affect the crowded perception in the "normal" level, but the influence degree of ticket services, parking services, road, travel vehicles is over 50%. Due to the scant time of this study, this paper lacks the comprehensiveness of space and time, failing to classify the sample based on activity scenic area and research time on one node.In summary, the empirical results are matched with the reality. It proves that FAHP method can be used to evaluate scenic congestion accurately. FAHP has some promotional value.
