| As the world climate warms up,the natural environment deteriorates,natural resources drains down,the innovation of science technology and change of ideaspromote human beings to rethink about their grab for natural resources.How to build low development model in which low energy consumption,low carbon emission,low atmosphere pollution are included has become the problem that each country on earth is eager to solve.In the age in which low carbon economy is largely initiated,as the continuous merge of new ideals such as,low carbon economy,low carbon society and low carbon competitiveness,the competition among countries and regions has changed from the competition of traditional labor force to a competition of low carbon productive rate which is represented by the innovation of low carbon technology.The development benefit of low carbon economy of countries and regions is shown on the regional low carbon competitiveness(RLCC),and the RLCC is becoming an important evaluation index to weight a country's or region's competitiveness.By stepping onthe connotationof RLCC,based on the literature review and theory analysis of low carbon competitiveness,combining both the subjective and objective evaluation cogitations,taking resultant evaluation methods,this thesis builds systematic and comprehensive evaluation model which takes Chongqing as the empirical study objective to go on data analysis and simulation so that the promotion mechanism of RLCC can be put forward according to the simulation results.The concrete research steps in this thesis are conducted as follows.At first,literature index method,frequency statisticmethod and expert investigating method are taken to comb the construct the regional low carbon competitiveness evaluation systems(RLCCES)which have been built before.According to the results of literature index,frequency statistics and expert investing and based on the system-build principles,this thesis will construct regional low carbon competitiveness evaluation system which consists of objective hierarchy,rule hierarchy and index hierarchy.The principle hierarchy in this comprehensive evaluation system includes resources,economy,industry,community and surroundings,and also,the index hierarchy contains 20 concrete indexes,such as,use efficiency of resources,development rapid of economy,industry structure,public transportation and forest coverage rate.After that,based on the RLCCES constructed before,the AHP-EM resultant weighting method is used to calculate the weights of the indexes in the system.Besides,the AHP-EM-SD integrated evaluation model shall be built by taking the AHP-EM co-weighting method and System Dynamic method to ensure the combination of whole system.Furthermore,to further evaluate and stimulate the development condition and tendency of RLCC in Chongqing,this thesis will take the data in Chongqing to create the primary scheme.Five improved schemes will be put forward by changing some parameters to stimulate how the RLCCEI will change under different scenarios.Comparison analysis and effect study will be done to make a basis for further study on restriction factors,theory frame and promotion mechanism of RLCC.At last,according to the empirical data and analysis results,this thesis will eventually uncover the restriction factors of RLCC in Chongqing.Taking the five forces model thought by Michael Porter,we will build theory strategy frame for promoting regional low carbon competitiveness.On the RLCCEIS constructed before,by referring to the stimulation results and comparison analysis,we will put forward the promotion mechanism of RLCC from energy thrift,economy metastasis,industry optimization,community promotion and environment protection.Based on the AHP-EM-SD integrated model,by researching on RLCCES and promotion mechanism,this thesis hopes to provide reference for the construction of integrated model,regional low carbon development and the design of management mechanism. |
