Research On The Coordinated Operation And Strategy Of The Agricultural Supply Chain Financial Svstem Of Heilongjiang Province "Two Great Plains"

As China's largest grain production base, the annual grain production, the total volume of goods, per capita output and years out in Heilongjiang Province, especially, ranking first in the country. In April 2013, Premier Li keqiang said at a State Council Executive Meeting deployment of modern agriculture in Heilongjiang province on comprehensive reform, make Songnen Plain and Sanjiang Plain as an agricultural pilot zone for overall reform. "Two great plain" modern agricultural development strategy for agricultural development of Heilongjiang province has brought rare opportunities, Heilongjiang province gets important strategic support at the national level for the first time in the history, and also it is the first major initiatives related to agricultural production of the country conducted. Heilongjiang Provincial Committee of the four session of the eleven plenary session, will be the "two great plains" comprehensive reform experimental scheme of modern agriculture in Heilongjiang province "big five" plan. "Two Great Plains" in modern agriculture comprehensive reform, especially, financial support is particularly important. Higher, newer and more diversity is the requirements of "two Great Plains" on modern agriculture rural financial services.In the construction of promoting the "two great plains" modern agricultural reforms, we should build the rural financial service system to match it.Heilongjiang province "Two Plain" modern agriculture reform proposed that, innovative agricultural production management system, establishing modern agricultural system and innovation in rural financial services are the main tasks. Combined with the reform process, financial support is essential. Aimed at the problems of difficult and expensive problems in the current financing of agricultural production in our country, with the help from optimize opportunities through agricultural modernization, developing supply chain finance, is an important measure of deepening the modern agriculture industry system and strengthening rural financial services. With the application of agricultural supply chain finance, it can effectively solve the problems of rural collateral conditions shortage, information asymmetry, rural financial risks large, it can increase agricultural financial resources supply and form a benign mechanism of agriculture promote industry and trade, industry drive farmers, synergy development of production and finance.It is very important to improve the agricultural industrialization level, expand the scale of small and medium enterprises, increasing demand, accelerate the process of urbanization.Firstly, this paper will base on the background and significance of Heilongjiang province "Two Great Plains" agricultural supply chain finance system, by listing results of supply chain finance literature at home and abroad, and relating theories, it leads to the context of China's Heilongjiang province "Two Great Plains" area research on agricultural supply chain finance.Secondly, this paper make a detailed analysis in the natural environment, financing environment, and government policysupport of Heilongjiang province "Two Great Plains" agriculture supply chain finance. Further analysis of the difficulties of financing in the region, pointing out that the necessity and feasibility of agricultural supply chain finance system. This paper also introduced Heilongjiang province "two great plains" area of the agricultural supply chain finance models. Finally, this paper make a dynamic simulation analysis based on three kinds of models--prepayment mode, confirmed warehouse model and accounts receivable model in Heilongjiang province "Two Great Plains" agricultural supply chain finance system, further illustrate the favorable impetus of its development, make a adjustment and analysis of the factors that affect the overall level of agricultural supply chain finance, provide effective countermeasures for the coordinated development of agricultural supply chain financial system. At the end of this paper, the research on the strategy of the coordinated development of agricultural supply chain financsystem is studied, which provides the decision support for the optimization of agricultural supply chain finance system in Heilongjiang province.
