In recent years, the team concept is popular all over the world. Team, as a kind of organization form, is to realize the organization efficient operation, on the collective goals and individual value realization of unification of fusion. Team have a lot of kinds, the explanation of the current relatively representative viewpoint is:team consists of a few complementary skills, willing to in order to a common purpose, set up performance targets and work method, the mutual responsibility of groups of people. At present, the research team and team building has been applied to the fields of social economy, to promote work efficiency, high efficiency to achieve goals.The tax organizations at the grass-roots level is mainly at the county level of revenue collecting offices, the foreign tax bureau, the bureau and taxation office by the above-mentioned units subordinate tax bureau. Tax organizations at the grass-roots level as a direct implementation of tax function, plays a role of raising money for national construction, the implementation of the tax policy, control the function of economic operation. By the end of 2010, a total of more than forty thousand national tax system tax organizations at the grass-roots level.Fiscal and tax policy implement at the grassroots level. Only special attention is paid to the basic level, can we play the role of fiscal and tax policy. How well the team construction of the tax organizations at the grass-roots level, to the construction of tax cadres in the new period is an important subject.
