Land Circulation Of Moderate Scale Research In Shanxi Province

Fast-speed process of China's industrialization and urbanization and the rapid development of the information play an important role in promoting the process of agricultural modernization since reform and opening up,and urbanization and industrialization promote a large number of rural surplus labor force flows to the city,provide a good opportunity for the rural land circulation.To accelerate the transfer of rural family contracted land management right has become the inevitable requirement of our country development of current agricultural moderate scale management,but it's also need to grasp the "degree" when insist on adding ''volume”,it is necessary to give full play to the transfer of land to scale management of agriculture,but also to meet the local economic development and social justice.Shanxi province is one of China's inland provinces,rural land circulation started to later than the eastern coastal developed areas,the scale and speed are much lower than the eastern coastal areas,also do not have the basic conditions for the eastern coastal areas of common development of large scale of land circulation,and in recent years,rural youth labor transfer to two or three large-scale industrial city,the aging of the population become a more common phenomenon in agriculture,the rural abandoned land increased year by year,but because migrant farmers in business can not guarantee the stable source of income,and the changing policy also makes the employment outlook uncertainly,as the final survival insurance,land is difficult to roll out,which hinder the rural land transfer process.Therefore,it is very important to establish the appropriate scale evaluation system of rural land circulation in China,and to determine the appropriate scale of the land transfer in Shanxi province.Based on this,the article through the analysis of factors affecting the scale of rural land circulation in China,constructs the corresponding evaluation system,by analyzing the relationship between land circulation scale and comprehensive evaluation system to construct the appropriate land scale circulation model,finallyapplied to the analysis and evaluation of land circulation scale situation in Shanxi province and countermeasures in the empirical.In this study,using the analytic hierarchy process,This article is given to validate the methodology of factors affecting land transfer index data of 17 typical cities in China from the economic development,population development,agricultural development,and constructs evaluation system and the value of comprehensive evaluation of each county;and combined with the city and county land transfer rate and the value of comprehensive evaluation,carries out linear fitting model to construct the moderate scale of land circulation;finallly the moderate scale model is applied to Shanxi Province,and the appropriate scale of land circulation in each county and city is obtained.The final results show that : at present,The actual circulation of rural land in Shanxi province is generally small,land resources didn't get fully utilized,which is not conducive to the development of moderate scale of agricultural operations;To this,this paper puts forward the following recommendations: accelerate land ownership identification;cultivate new agricultural enterprises;regulate the rural land flow transition market;develop non-agricultural industries and promote the transfer of rural surplus labor force;increase financial support and strengthen land circulation policy advocacy.
