To improve climate change and achieve sustainable development of human society, low carbon economy comes. Low-carbon economy is a new economy mode with low carbon development direction including low pollution, low emissions, low energy consumption, high benefit, high efficiency and highly efficient, which is based on technology innovation and institution innovation. Its target is to realize the transformation the pattern of economic development, energy consumption and the human way of life by the way of conserving energy, reducing emissions and structure adjustment. The low carbon development of energy is mainly relying on developing renewable energy and clean, efficient utilization of fossil fuels.In China, coal plays an important role in the energy consumption structure during a long period. To conserve resources and protect environment, the integration of coal resources has developed across the country. Coal resources of clean and efficient utilization and energy conservation and emissions reduction technology,plays a key role in the development of coal economy and one of low carbon economy in China. The effect of coal resource integration was evaluated from aspects of technology economy, resource utilization, environmental protection, science and technology &security and energy consumption, with the consistent of the development requirements of low carbon economy.Based on the review of integration process of coal resources and the development requirements of low-carbon economy, evaluation index system of integration effect of coal resources under the background of low carbon economy were built, which were divided into five dimensions including low carbon indicators of technology economic, one of efficient utilization, one of clean and environmental protection, one of technology security and one of energy consumption. Combining the fuzzy c-means(FCM) clustering analysis method and fuzzy neural network(FNN),“FCM-FNN” evaluation model integration effect of coal resources is built. To verify the effectiveness of the above, an assessment model based on fuzzy structure-element is put forward to furthur check the evaluation result. The empirical analysis is carried on by collecting and calculation of the data sixteen coal enterprises, which hasdeveloped integration of coal resources. Both evaluation methods provide the same result. On the basis of the results of comparison and analysis, policy recommendations were put forward to guarantee healthy and orderly development of the integration of coal resources under the background of low carbon economy. |
