Research On The Efficiency Of Property Right Structure Of The Agricultural Operating Organizations In Anhui Province

Anhui Province is a major agricultural province in China. In recent years, China accelerates the construction of new agricultural operating system. Anhui Province also actively promotes and develops new operating subjects. The agricultural production conditions and technical environments in agricultural operation and production are almost the same. Therefore, the pre-production operation preparation and post-production market connection determine the performance of the agricultural operating subjects in Anhui Province. Efficient property right structure can provide system norms for and motivate these two processes, which can not only effectively distribute the resources and profits within the organizations, but also clarify external risks and deficiencies. Therefore, researching the efficiency of property right structure of the agricultural operating organizations in Anhui Province has a profound significance.Despite Coase' belief that input-output ratio is a major criterion to judge organizational efficiency of property right, in agricultural industry it is rather difficult to judge the property right structure efficiency for agricultural operating organizations due to the difficulty in measuring the cost of property right structure on a standardized and refined scale. Meanwhile, the property right structure of agricultural operating organizations would likely render structural efficiency with different environmental adaptability due to the difference of internal and external environmental factors. Thus, it is difficult to judge the efficiency of property right from pure representation and subjective theoretical analysis.In this paper, by using the research methods of theoretical analysis method, comparative analysis method, combination of quantitative analysis and qualitative analysis, and with the motivation and supervision mechanism of property right structure as the efficiency judgment criterion.With four perspectives of flexible transfer of property right, effective allocation of resources, enough gains for motivation as well as reasonable and exclusive constraints, the author firstly carries out the efficiency of the property right structure of the typical property organizations in Anhui Province The paper summarizes the follows:family farm has superior property right motivation mechanism, agricultural cooperative has superior resource allocation structure, and agricultural enterprise has superior gain motivation and transfer of property right.; Secondly, based on theoretical analysis, empirical validation and influencing factor researches are carried out on the theoretical results in a small scope, considering the abstractness of property right efficiency, indicators of structure and the indirect variables via which the overall property right efficiency affects the indicators are to be built from four structures of property right and the efficiency environment of property right body. The evaluative model of property right structure efficiency is to be built by means of expression with indirect variables.Which concludes the ranking of the structure models of the property rights of family farm, agricultural cooperative and agricultural enterprise; Finally, the results of theoretical analysis and empirical validation are comprehensively outlined. The advantages and disadvantages of the motivation and supervision mechanisms of the property right subjects are acquired,summary the achieved situation of the efficiency from the different ownership's motivation and supervision mechanisms, Moreover, the paper further infers some conditions from the efficiency of the property rights of the new agricultural operating subjects.
