| The reform of rural collective property rights system is a comprehensive,long-term and overall reform in rural areas, which provides basic institutional support for the revitalization of rural industries and is an important basic support for promoting high-quality agricultural development and realizing agricultural and rural modernization. The reform focuses on "assets verification, member definition, asset quantification, equity setting and management".According to the principle of joint-stock cooperative system, the collective operating assets are converted into shares and quantified to the members, giving farmers the right to share collective assets, activating the potential of various production factors in rural areas, and establishing a new mechanism for the operation of rural collective economy that meets the requirements of market economy. Therefore, promoting the market-oriented allocation of agricultural factors and promoting the productivity of agricultural total factors through the reform is the power source and important path to promote the rural revitalization strategy, solve the basic contradiction between urban and rural development imbalance and insufficient rural development, and realize the high-quality development of China’s economy. The reform has initially realized "resources into assets","funds into shares" and "farmers into shareholders",which fundamentally solved the basic conditions for revitalizing rural resources and realizing the market-oriented allocation of rural resources. However, does the reform at this stage promote the allocation efficiency of agricultural factors, thus achieving the growth of agricultural total factor productivity? Studying this issue from the theoretical and empirical levels will help to objectively evaluate the effect of this round of "reform" and is of great significance to explore the key points and key paths of the new round of reform under the background of common prosperity.Following the research paradigm of "institution-behavior-performance",based on the theory of property rights and the theory of division of labor, this thesis constructs the mechanism of the reform to promote agricultural total factor productivity.Using the survey data of C and F in Shandong province from 2016 to 2018,this thesis empirically analyzes the influence of the reform on agricultural total factor productivity by using PSM-DID,and further discusses its mechanism through heterogeneity analysis and intermediary analysis. The empirical results show that the reform of rural collective property rights can improve the agricultural total factor productivity of farmers, but it will be affected by many factors. The average education level of family members, the number of family members, the annual income of village collectives and the geographical location of villages have a significant positive impact on agricultural total factor productivity, while the average age of family labor force, the proportion of non-agricultural labor income and the time of going out to work have a significant negative impact on agricultural total factor productivity of farmers.Robustness test further confirmed the above results.Through heterogeneity analysis,it is found that the influence of the reform on agricultural total factor productivity is positively related to the scale of land management. With the expansion of farmers’ land scale management, the influence of the reform is more and more obvious, but the rural collective economic organizations and large-scale farmers have limited driving effect on small farmers. The results of intermediary analysis show that the reform mainly promotes the improvement of farmers’ agricultural total factor productivity through farmers joining cooperatives and other new business entities, while land transfer can not play an intermediary role for the time being. Therefore, this thesis puts forward the following suggestions:first, revitalize rural land resources and promote rural land circulation;Second, strengthen rural human capital investment and promote the rejuvenation of agricultural groups;Third, improve the construction of socialized service system and promote the development of agricultural productive service organizations. To sum up,this study is beneficial to objectively evaluate the effect of the reform, and is of great significance to explore the key points and key paths of the new round of reform under the background of common prosperity. |
