Development Strategies Of Dalian Huayuankou Economic Zone Bio-pharmaceutical Industry

Biotechnology industry belongs to the emerging technology industry. A large number of studies have indicated that the development of biotechnology industry. Industry not only makes great technical progress in this region, but also drives the area economic development very fast. And the current global biotechnical development began to enter the stage of a large-scale industrialization, namely biotechnology industry as an emerging industry has achieve a rapid growth. Huayuankou grasps three historical opportunities such as revitalization of old industrial base in Northeast China, the development of Liaoning coastal economic belt and Dalian urbanization, adjusts regional planning in time, and takes the biological pharmaceutical industry as a key development projects economic structure adjustment.In this paper, by using the theory of industrial agglomeration, social network and so on, taking the perspective of public services, the author analyzes advantages and disadvantages of biotechnology industry development of Huayuankou economic zone, and absorb and draw lessons from San Diego, Shanghai, and Daqing development experience of biotechnology industry, trying to build Huayuankou economic zone development path of biotechnology industry in seven aspects, such as from the overall goals, development principle, theoretical basis and experience for reference, the development scheme, feasibility analysis and policy guarantee and so on.In order to solve the problems in the economic zone development of biotechnology industry, the author puts forward the industrial development are as follows:firstly, it should identify the focal point of the government, increase the intensity of investment promotion and capital introduction, enhance the capacity of government services, and promote the level of enterprise innovation; Secondly, it is to create a professional financial and information service platform; Third, it is to speed up the talent training, to establish a technical exchange platform and innovation inter-disciplinary talent introduction mechanism; Fourth, it is to improve and infrastructure development, to expand the geographical advantages, and to integration of the surrounding market.
