Our country is an agricultural country, how to improve the efficiency of the use of fiscal funds to supporting agriculture, and guide the rural financial invest in rural is the most important to the development of agriculture, rural construction, rich farmers, realize the key of "four modernizations" synchronization. Integration is more and more get the attention of the people in today, whether “The silk road economic belt, Maritime silk road” is the integration of the world's resources, and the integration of the “beijing-tianjin-hebei” region planning of domestic resources integration, make us realize integration can realize "1 + 1 > 2" leapfrog development. Fiscal funds for supporting agriculture and the financial funds for supporting agriculture is to promote the development of rural economy in China, this paper take the ideas of integrated development, hope that through integration of fiscal funds and financial capital, sovel the difficulties of rural economic development.Agriculture is the foundation of our country, Jilin province is a big agricultural province, we select jilin province as the main research object, this paper analyzes the present situation of the jilin province found that the split between fiscal and financial to support agriculture is less efficiency, by integrating the two can not only improve the use efficiency of financial funds for supporting agriculture, but also take more financial capital flows to the rural market, promote rural economic development. Then based on the measured data of jilin province in 1978-2012 of support agriculture analysis, confirmed the financial funds for supporting agriculture in jilin province and the integration of practical financial supporting budget, then put forward the financial funds for supporting agriculture of jilin province and the thinking of integrated financial supporting agricukture budget. This article through the intergration of supporting agriculture funds in jilin province, not only can realize mutual complement each other and promote each other between the funds for supporting agriculture, reasonable use of fiscal funds play a role of the government's guiding, correction on the leverage of the financial funds for supporting agriculture, fiscal fund "four two dial one thousand jins" leverage.
