The essence of county public employment service system construction is the construction of function system,which is the implementation of various services of public employment service function.Studying the influencing factors of construction of county public employment service system, which helps to improve the construction level of county public employment service system.Taking Xishui county as the research object, through structured-interviews to understand an overview of public employment service system of Xishui county.Understanding the status of vocational introduction service and the vocational training service of Xishui county, and find the shortcomings existing in the construction process.The service main body diversification and non-governmental organizations to participate in are their common problems. The functional effect of vocational introduction service is not equal between different groups. Enterprise employee information of vocational introduction service is not enough.Vocational training curriculum is not scientific.Through reading literature, try to analyze the reasons which result in the insufficient construction level of vocational service and the vocational training service of Xishui county from four angles. The four angels are institutional construction, managementmode, laws and regulations and fiscal fund. Emphasized by increasing financial investment to perfect the county employment service information system construction and the construction of public employment service agencies; Focus on improving agency management and performance evaluation standard of the public employment service,improve the staff’s professional ability and motivation; Further perfecting the laws and regulations of employment service and strengthen staff’s cooperation idea of county public employment service agency, in order to introduce the private public employment service agencies to provide service.
