W Communication Company is a subordinate branch to China Telecom Limited. Located in W city, it is the second largest and basic state-owned telecom operators. Since 2002, W company implemented the salary management system. Due to the design to this system is lacking of extensiveness and necessary optimization, in the meantime, the growth of employees' salary is not balanced and transparent in recent years, the competiveness, fairness and motivation in the salary have not been given full play, employees' initiative has been influenced, which are extremely harmful for company's future development. Therefore, it is urgent and necessary to re-design and optimize the salary system.Under this background, this paper firstly analyzed the problems lay in salary design. Through collecting the data about the company status, about the salary data in the industry of telecom operators, interviewing the medium and high levels in the company, as well as carrying out personal interview and group discussion towards the grass-roots staff, conducting questionnaire towards 50% staff in the company, it obtained the data in terms of personnel condition, organization structure, department, post responsibility, current salary management status and other aspects. By applying the modern salary theory, this paper analyzed and diagnosed the salary management system that is currently in effect, pointed out the unscientific sides, put forward the suggestions and thought for solving these insufficiencies. Secondly, under the guidance of the relevant theories about salary management, this paper firstly conducted arrangement in accordance with the basic principle and working flow related to the post evaluation, formed position description. Meanwhile, it gave mark to every post, and classified the posts as per their values. And then in line with the practical situation in the company, it optimized and designed a complete set of salary management system that took position performance salary as subject. Finally, in order to make the new salary system match with the old one, this paper offered matching plan, indicated the problems that might be met during the matching, as well as arranged the further work after system matching.The new salary system could solve the existing problems in W Communication Company, it is featured by better competitiveness, scientific and reasonable equal difference, grade difference, as well as fairness. Through the beneficial exploration towards redesigning salary system for W Communication Company, this paper provided assistance with regard to promote human resource management level, and afforded reference for the salary system reform in other enterprises of the same kind.
