Human Resources plays an important role in the development of the state-owned research institutes. With many reasons,a large number of research institutes brain drain problem nowadays. A host of facts shows that many talent people resign from the institutes and turn to the foreign enterprise, the privately-run enterprise or even go abroad. Since seriously brain drain will lead to grave consequences to the state-owned research institutes, It is necessary to figure out a solution to solve the problem.High commitment working system is one of the strategic human resource management system, which aims to ensure that the human resource policies and activities can keep step with organization strategic. Previous study have meet the same point that high commitment working system can improve organization's performance such as promote employee's job satisfaction and reduce turnover intention.Base on studying the related theories and investigating in one state-owned research constitutes, this research made a survey about whether high commitment working system exist in the state-owned constitutes and how their employs' job satisfaction and turnover intention are. In this research, huge data was analyzed by SPSS V21.0 to find out the key relationship between HCWS and employees' job satisfaction or turnover intention. And it also help to find out how to build high-commitment work systems which can raise the employee's job satisfaction and reduce turnover intention.Totally six chapters are involved in the research.Chapter one expounded the background, significance of the research, and main methods.Chapter two is the theory section, some important theories including strategic human resource, the origin and development of high-commitment work systems theory, staff work attitude and behavior(such as job satisfaction and turnover intention) was explained.Chapter three is the analysis part, the data of a typical state-owned research institute are interviewed by HRM. We gain the detail information about their brain drain situation in the past few years.And we find out the main reason for their resignation by contacting the employee who have resigned in the past few years.In Chapter four, we explore the constitute of high-commitment work system in state-owned research institutes through a survey participating by about 200 people.In chapter five, we made a survey about the employs' job satisfaction and turnover intention to figure out the key relationship between HCWS and employees' job satisfaction or turnover intention by analyzing the huge data by SPSS V21.0.In chapter six, we promote some suggestion in how to build high-commitment work systems which can raise the employee's job satisfaction and reduce turnover intention. At the same time,we explain the defect in this research and what can do better in the future research.
