With the development of economic globalization and information technology, the connections between cooperations around the world have become more closer due to the huge concern over production quality and production rate, which also make " Supply chain management" a hot research topic in business. However, the unstable property of supply chain make supply chain contains risks. In recent years, various types of supply chain disruptions incidents have occurred, disruption of supply chain has been keep happening, causing irrecoverable losses to the enterprises. Therefore, theoretically and operationally, people are beginning to recognize the importance of supply chain risk management, especially how important the supply chain disruption risk management is. Supply chain risk identification and assessment is the basis for supply chain risk management, by identifying, assessing supply chain risk factors, early warning and controlling its potential risks, enterprises on the supply chain can face the risks, which enhances their competitiveness. At the same time, considering the risk of great harm caused by disruption risk, enterprises on the should take the potential disruption risk into account at various stages of implementations and take appropriate measures to make the supply chain have the ability to withstand the risk of disruption. This requires people to make efforts from the design stage, by establishing an optimized supply chain location model, we can improve supply chain reliability, also minimize the harm caused by risk of disruption. Therefore, the study of supply chain risk assessment and site selection under risk of disruption is very necessary.Based on this, this paper will make supply chain risk assessment which is supported by vector machine as a component of this overall research. As an important part supply chain risk management, supply chain risk assessment help enterprises control the overall situation of the supply chain risk, which can efficiently prevent the disruption of supply chain; then, this paper focuses on establishing a supply chain location model under the risk of disruption, which improve the reliability of the supply chain, thus minimizing the potential loss brought by supply chain disruption. Creatively implementing Great Deluge Algorithm, which has a unique approach in solving combinatorial optimization problems, into solving supply chain location mode. This paper includes a corresponding algorithm and test examples base on this algorithm.The two models in this paper are supply chain risk assessment model based on support vector machine(SVM) and supply chain location model based on Great Deluge algorithm(GD), these two models are a further study on the model and algorithm of existing supply chain risk assessment and location model which also improves supply chain from some deficiencies. Studies in this paper have shown that these two models and algorithms can properly solve some practical problems; therefore, managers of enterprises can respond better to supply chain risk, especially the risk of supply chain disruptions. The models and algorithms also reduce the total cost of the supply chain, enhance overall competitiveness of the supply chain and improve the flexibility and reliability of the supply chain, making them significant theoretical and practical.
