Currently, the electricity demand and the electricity peak-valley difference which grow unceasingly are the two characteristics of electricity market in our country. Under the three pressures of energy crisis, environmental crisis and power system instability caused by the two characteristics of electricity market, how to use a reasonable means to improve the consumers# awareness of electricity saving and modify their electricity consumption patterns is an important research in the field of demand side management(DSM). Reasonable power tariffs are the important means of DSM which can use their economic leverage to effectively alleviate two major problems in electricity market. Therefore, the time-of-use and stepwise power tariff(TOUSPT) in regulated electricity markets is proposed in this paper. Research work can be summarized as follows:1) The applicable electricity consumers for the implementation of TOUSPT are studied. From the introduction of electricity markets, power tariffs and demand elasticity theory and the analysis of electricity characteristics of all kinds of electricity consumers in China, it is discovered residential consumers are more suitable for the implementation of TOUSPT and the residents# demand elasticity of moderate consumption level is higher.2) TOUSPT for residential consumers is proposed. An optimal model which aims to minimize residents# electricity consumption and the electricity difference between peak and off-peak period as well as to maximize residents# satisfaction to the power tariff is proposed and a variety of constraint conditions in this optimal model are analyzed. Then, the genetic algorithm is adopted to get the optimal TOUSPT. Based on the comparisons of residents# electricity consumption under stepwise power tariff and TOUSPT proposed in this paper, the results show that the proposed TOUSPT is reasonable and effective.3) The effect of TOUSPT on electric vehicles#(EVs) consumers is studied. From the analysis of the effect on climate change if conventional vehicles(CVs) were replaced by EVs, it's discovered the replacement should be accelerated. Then, on the basis of residential TOUSPT, a preliminary TOUSPT for EVs# consumers is designed. Finally, the electricity consumption in peak and valley period of EVs# consumers and their electricity charge under the power tariff are analysed.The research in this paper has a realistic significance to residential TOUSPT. Besides, after the promotion of EVS, the research in this paper may exerts a reference value to the power tariff of EVs# consumers.
