With the increasing trend of globalization little by little, the degree of opening to the outside world gradually increases. As enterprises in our country are facing with larger development, they will receive unprecedented great test. In addition, with the in-depth propulsion of tobacco control performance as well as the introduction and implementation of “Eight Rules” by central government, the situation tobacco industry is facing with more complex and various and the task is more arduous and onerous. Under such external environment, if tobacco enterprises want to continue keeping the benefit growth and creating higher finance and tax income for our country, they must start from inner management, excavate the potential of human recourses in enterprise development. Also, the establishment of a set of scientific performance appraisal system will be the key to strengthen human resource management and to achieve enterprise strategic goals.This paper first introduces the related theory basis of performance appraisal, reviews the research trends and practice experience at home and abroad, and then taking Yizhang County Tobacco Company as the research object, through information resourcing, questionnaire survey, in-depth interviews and other methods analyzes the company's performance appraisal system status in-depth, finding out the existing problems on employee understanding, index setting and those in the implementation process. This paper analyzes the existing problem causes from tobacco system, cultural atmosphere, institutional factors and personnel factors. Finally, on the research basis, the author puts forward the improvement measures on the combination of theory and business practice, and redesigns and optimizes the employee performance appraisal system for Yizhang County Tobacco Company. In addition, the author uses the KPI(key performance indicator) to form the performance assessment indexes for the company and its departments, positions; emphasizes the performance appraisal process management and the use of performance appraisal; perfects the performance appraisal methods, performance coaching and feedback and performance incentive mechanism; and puts forward the security measures of the new performance appraisal implementation system.The establishment of performance assessment system is a complex and tedious engineering which many enterprises are exploring. For tobacco, the monopolized industry, some problems exist unavoidably in the application of performance assessment. In this paper, the tobacco company in Yizhang County is taken as an example to optimize the performance assessment scheme designed, which has some pertinency, applicability and feasibility and also some reference value for tobacco companies in other counties(cities).
