| Science and technology popularization is an important way and implementation to improve the scientific literacy of citizens. As the important part of national infrastructure and basic education, the work of science and technology popularization is a grand social engineering, and the meaning is far-reaching. However, to carry out the science and technology popularization work must consider the performance and how to evaluate it. The study on the performance of science and technology is relatively weak at home and abroad, lacks quatitative and systematic analysis and research. And the evaluation system is not unified. Therefore, in order to provide the management and decision-making basis for the government and relavant department, we should establish scientific and practical evaluation index system to evaluate the performance of science and technology scientificly and objectively, which can reflect the cause of development of science and technology fully and accurately, and promote the sound development of science and technology.Firstly this paper defines the connotations of some concepts related to regional science performance, identifies the uniqueness of the performance evaluation, reviews and comments briefly on the relevant methods used to evaluate the performance of science and technology popularization. Secondly, overall considering the comprehensiveness and representativeness of indexes, this paper constructs the performance evaluation index system of science and technology popularization from science and technology popularization personal, science and technology popularization facilities, science and technology popularization funds, science and technology popularization publicity, science and technology popularization activities. On the weighted coefficient, Square-Summation Method and Variance Coefficient Method are both used. And then it evaluates and analyzes the performance of science and technology popularization on 31 provinces in 2013 by using projection pursuit evaluation model. On this basis, this paper uses Theil index to analyze the regional differences of the performance. Studies concluding that:(1) in general, the science and technology popularization performance of China is unbalanced. Beijing, Shanghai and Tianjin have an obvious advantage in science and technology popularization performance. And the empirical results show the law of diminishing turn to the west from the eastern, central regions; (2) the "east-central-west" gradient is not very obvious. Relative indicators of some western provinces are not backward, ranking the front; (3) to compare the difference of the regional science and technology popularization performance more objectivly, the paper uses Theil index to measure. The result shows that the regional differences and the internal differences of class B area are more significant in the overall difference. |
