This paper takes the panel date of 29 industry in manufacturing industry from 2003-2012,using Malmquist-Luenberger index analysis method to measure the total factor energy efficiency(ML) which considers "environmental pollution" non-consensual output of the 29 industry, and explores the factors affecting ML under the environmental constraints. The results showed that:Energy efficiency of capital and technology-intensive industries are not only "absolute convergence, but aslo ?convergence conditions,while the labor-intensive industries only is ?conditional convergence, rather than?absolute convergence; in terms of energy-saving potential, technology-intensive industries is in the production due to frontier surface, it's long-term and short-term energy-saving potential are all minimum,capital and labor-intensive industries followed. Openness, energy prices, research investment, energy consumption structure, corporate structure, ownership structure in different industries will have different effects on energy efficiency.At last this paper analyzes and summarizes the policy and methods to improve energy efficiency of manufacturing.
