Since the official implementation of "People's Republic of Chinese Farmer Cooperatives Act" in 2007,farmer cooperatives has formed a certain scale. But they are limited by some objective environment and subjective factors. There still are mass small-scale farmer cooperatives existing,the internal operations are not standardized, the management level is not high, a lot of traditional coope ratives have turn to shareholding cooperatives, and many farmer cooperatives are start to try a new way of "company +farmer cooperative + farmers" which led by the company, to lead farmers to markets, and it has become an important form of agricultural in dustrialization organization.Miluo Shuang Tuo Turtle Breeding farmer cooperative as an example. After more than three years of development, it has become a brand industry in Miluo,not only advocated a new modern agricultural management, but also radiating a small group of farmers to get rich. After long-term development and growth,in order to break the limitations of the cooperative itself, through constant exploration practice, the farmer cooperative had incorporated a Ltd. Although the organization has ach ieved the nature of change, it's human structure is still stuck in the traditional farmers' professional cooperatives stage, therefore human resources development and management is the company's current primary issue.This article selected a particular background of farmer cooperatives' corporatization, and a representative study of human resources development and strategy in Miluo Shuang Tuo Turtle Breeding Ltd mainly according to dominant theory of human resource development.In the research,the writer found that there were four important problems in company: less space for the company's personnel selection, utility personnel training hard, unable to retain talents, the existing human useless good human resource situation,then promoted a the initial construction of human resources development programs for company and proposed appropriate implementation strategies in every step. Mainly including human resources planning, the quality of personnel training, team building, talent, technology configuration and four reserves.Finally, the successful implementation of the proposed plan, the company should clear within the company's strategic intent, good corporate culture for the protection of the external policy and to actively seek legal protection.
