The poverty issue in rural regions is a persistent problem in our country. Although our government has taken a series of measures to fight poverty, the pressure of anti-poverty in poor rural regions is still large. Human capital theory, with its comprehensive and people-oriented viewpoint, has become a significant perspective of rural poverty researches. For the people in poor rural regions, human capital stock relates to income levels; raising the level of human capital plays a key role in improving their quality of life and getting rid of poverty.In the case of D Town in Linyi City, this research uses questionnaires and statistical yearbooks to collect data. Then the research utilizes SPSS 16.0 to analysis the data in a quantifiable way. Based on the data reduction, this thesis describes the current situation of poverty and human capital in poor rural regions. Meanwhile, this research uses Logistic regression and Multiple liner regression to explain how the human capital factors influence income and poverty.The results prove that the human capital factors have some effects on whether peasants’ life is poor or not and the level of income. Educational level and health level have a marked impact on whether or not be in poverty but working migration and skill training’s influences are non-distinctive. Farmer household’s educational level, health level and working migration have positive influences on household income.Based on the analysis above, this study discovers that human capital factors also have positive effects on poverty relief for the poor in rural areas. Therefore, we suggests perfecting the system of rural education, paying attention to skill training, guiding the flow of rural labor and improving basic medical conditions. By means of human capital theory, improving poor peasants’ educational, skill and healthy level and promoting reasonable employment. In this way, we can promote the comprehensive qualities of the rural population from inside, increase the endogenous power to fight poverty and realize the increasing both production and income in poor rural regions.
