The water resource was abundant in ancient,Shanxi,but with the changes in the environment, it had became inadequate. and Shanxi had even became an extreme barren area. Currently, there are nine river systems of the two basins in Shanxi, the total water resource is 5.8477 trillion cubic meters, including production quantity of water of 2.8621 trillion cubic meters,115.2 billion cubic meters per capita, ranking 23 in China. The average annual rainfall is 3,018mm, lower than in most provinces of the country, and the uneven spatial and temporal distribution of rainfall of more than tenfold to several times the annual evaporation. The soil erosion area is 3.89million square kilometers, accounting for 85.7% of the total area of Shanxi. Drought is the first major natural disaster in Shanxi, it is the main reason for restricting agricultural development. Due to the shortage of water resources, Shanxi industrial development has been severely constrained, from the height of the sustainable development strategy, the drought and water shortage has always been the main factors constraining economic and social development in Shanxi Province, the construction of water conservancy projects in the economic and social development in Shanxiplays a decisive role.Since the founding of PRC, the water conservancy construction in Shanxi was affecteded by the natural conditions, the relations of production and the impact of the political and economic situation. The development of fast or slow, highs or lows, smooth or Rugged, health or mistakes have close relationship with the three point. Throughout the course of development of water conservancy construction for 60 years, our understanding of the position of the water conservancy in the national economy through three changes:From the early days of "water conservancy is the lifeline of agriculture to the 1980s and 1990s" water conservancy national economy full service","water conservancy infrastructure and basic industries of the national economy", To the beginning of this century, "Water is a basic natural resources and strategic economic resources". A different understanding of the formation of the guiding ideology, showing a different construction of key water conservancy construction in the different periods. Water Investment promotes regional economic development, urbanization, industrialization and agricultural development, water plays a very important role in resource allocation and investment inflows. Since the reform and opening up, much more significant achievements have been achieved in Shanxi, but compared to the requirements of economic and social development, water conservancy input intensity is obviously not enough, the progress of construction has lagged far behind the level of protection significantly lower. Therefore, only continue to improve and raise the level of thinking and understanding of the water conservancy construction, to sum up the achievements and experience of the investment in Shanxi, in order to continue to the economic and social development in Shanxi service. Can continue service for economic and social development in Shanxi.
