Research On The Third-party Certification System For Rural Green Building Materials

The rural construction in our country has entered a new sustainable development century and various undertakings have gone forward in a rapid development period. Building materials industry is a large and loose industry. The use of green building materials provides the protection for consumption of energy and resources. Aiming at rural enterprises one of the most important work is to develop economy, energy saving, environmental protection, healthy and comfortable rural building materials by science and technology research. Because of China's building materials certification system has some problems that make a serious obstacle to development of village green building materials industry. The main manifestation is that the current village resident building materials uses are of poor quality and the pollution is serious. Building materials market of village is in disorder, which cannot adapt to the sustainable development of China's green building materials demand. However, the new materials technology development is still far from enough, another more important work must do that strengthening soft environment construction of rural green building materials. But the current rural third party certification system is still not perfect and still remains in the operation of enterprises and cannot provide with a full range of services for the government, enterprises, certification system and consumers. So we should formulate a policy from the perspective of the government and improve the effectiveness of the third party certification system. The government should introduce appropriate policies and laws and regulations to open rural certification market. Only in this way can we make the village building materials market standard.This paper took the green building materials enterprises as the research object in order to establish a system of third party certification for our country rural building materials enterprises and the third-party certification body, which was based on the mass of facts and data that from the comparative analysis of the existing certification system in domestic and foreign and the integrated using the research results. Firstly, the game analysis method was used to the positioning of third party certification system in rural building materials market that explained whether the rural enterprise should choose certification or not. Then, through the analysis of optimal economic strategy selection to judge the selection of enterprise product certification, that is to say, enterprises should choose what kind of strategy for certification in order to obtain profit maximization at the same time of obtaining product certification. Finally combined with the current market environment and the characteristics of rural building materials enterprise from the perspective of government regulation, motivation and industry self-discipline of third-party certification body established certification system for enterprises, the third party certification bodies and the social interest groups which fully standardize the certification market of the rural building materials.The third party certification system is applied to the planning of enterprise operation in the future as well as the production and construction through the case analysis of the Dahe tile production enterprise. Respectively from the safety, functionality, energy saving and cost,the four dimensions interpret that the third party certification system can bring certain benefits for the enterprise interpretation of the third party certification system can bring certain benefits for the enterprise. So the third party certification system is the important foundation to project rural building materials market. Conducting the research in-depth can improve rural consumers' green consumption consciousness and helps to guide more rural enterprise to obtain certification and contribute to more economic, energy saving, environmental protection, healthy and comfortable green building materials into the towns and villages.
