With the rapid development of market economy and the urbanization process of our country to promote the economic development of the construction market, and also promote the development and perfection of construction market's specification system.Engineering tendering and bidding activities as an important field of the construction market, the bidding system and standards are also improving and standardizing. The network technology developed rapidly in electronic commerce and management information project. Bidding industry and the community has been widely recognized that making full use of electronic information technology and network integration advantages, though the electronic information technology and network, to transform the traditional paper-based Bidding forms to Electronic Bidding can promote the development of China's bidding of the new situation has become the inevitable trend of market development. So the electronic bidding model has carried on the attempt application in the building market of our country. However, the variety of the market inevitable will bring potential risks to the application of new technology, therefore, we should pay full attention to the risk control of the electronic bidding mode's application.The paper threat the research of the electronic bidding mode of risk as the analysis object. Firstly, the paper elaborated the basic theories related to construction engineering bidding and electronic tendering, and analysis the bidding and the electronics based on the methods of SWOT, and clarified the connotation and characteristics of electronic tendering and biding. It also obtains the feasibility of popularizing electronic tendering and necessity.Secondly, combined with the electronic tendering process of Shenyang automobile city infrastructure project, the electronic bidding model and process of the project was analysed deeply. The risk was identificated in the electronic bidding mode when it was operating, and established the tender risk and bidder risk, the risk of third. At the same time, based on reference to relevant research at home and abroad and the relevant principles of index system construction, a comprehensive and scientific evaluation index system was established. This system concludes four aspects of electronic bidding mode, from the tender side risk, bidder risk, electronic information technology risk to environment risk. In this system, each aspects of indexes has the specific meaning and function mechanism.Finally, based on the risk index system of construction's electronic bidding mode, this paper uses AHP method to determine index weight to each aspect, the key risk factors for electronic tendering mode application was recognised. According to the important degree of impact indicators on the electronic bidding mode to risk assessed, and put forward the corresponding measures. It can provide scientific theoretical guidance on the promotion of the bidding mode of China's electronic and market construction.
