Smuggling has long been in existence as a kind of economic crimes since ancient times, motivated by price differences between domestic and foreign markets and inevitable tariffs. Shenzhen Port is the country's largest port, facing the international metropolis of Hong Kong. With the reform and opening up and the return of Hong Kong,"free pass" and "multi-pass" seems to encourage smugglers. China's legal documents state that the Customs should be the subject to combat smuggling, while front passenger inspection is the first port supervision of the customs. Smuggling not only causes the sabotage and disorder in customs clearance, bringing the loss of tax revenue and endangering political and economic security, but also highlights the inefficiency of customs supervision and an urgent need to reform the system.In this paper, materials analysis, field research and inductive reasoning are used to first sort out the history and current status and development of smuggling; the paper provides a comprehensive analysis of the cause of smuggling from perspectives of economy, geography, regulations, legal system and conventions, and pointed out the major problems existing in passenger clearance by Shenzhen Port customs, combining theoretical research and data. The paper also draws a reform pattern and analyses its feasibility from the experience of reforming customs clearance at home and abroad, by using economic theory analysis of smuggling on the SWOT methodology. The pattern is to exert internal strengths while dealing with external threats.In the study of its feasibility, this article will make a detailed plan for possible strategies. With SWOT analysis, it is shown that the internal merits are obvious with customs inspection while external threats are prevalent. Therefore, to play their own advantages, customs inspection should focus on the following three aspects-formulating a comprehensive law, optimizing the mechanism against smuggling, and valuing risk management; the fundamental way to deal with external threats is to enhance the collaboration between Mainland and Hong Kong in the law enforcement agencies of both sides, as well as releasing passages for reasonable demand. In this way, Shenzhen Port can reach successful reform objectives in customs clearance, namely to build close supervision and efficient clearance for a more modernized port customs inspection.
