Research On The Reform Of Supervision Control Of Dongguan Fenggang Customs

Regulatory control is the basic means for the customs to realize the"efficient supervision" and "quality service". In the developed countries, in orderto achieve the reform of enhancing customs management, regulatory control isneeded in intelligent clearance and trade facilitation. With the rapid growth ofDongguan's export-oriented economy since reform and opening up, DongguanFenggang customs has improved customs clearance efficiency, supporting localforeign trade development. However, the contradiction between the increasingtasks of the customs supervision and the limited resources have becomeprominent, with the traditional model of customs supervision failing to meet theurgent requirement of modern society on the efficient supervision and qualityservice. Therefore, promotion of Fenggang customs supervision and controlperformance is of great significance to the realization of the modernization ofcustoms supervision.The purpose of this study is to promote the Fenggang customs to the modernsupervision level through the full range of regulatory reform under the computeraided control, so as to realize the "efficient cargo pass and risk under control".Firstly, the paper describes the background and status quo of Fenggang customssupervision and control. On this basis, the existing problems will be found outwith Fenggang customs supervision and control, which not only points out thephenomenon that it does not adapt to the modern customs, but also looked intothe phenomenon to find out the problems concerning system's functions,information distributions and process design. Then, through the analysis andcomparison of domestic and foreign practice and characteristics of upgradingcustoms control performance, path will be found into Fenggang's customssupervision and control system.Through the research, the paper proposed feasible measure of the reform ofdistributed control under centralized management for Fenggang customs, andanalyzed the framework and characteristics of the measure. Then, aiming atpromoting modernization in supervision ability of subordinate customhouse,suggestions will be given in this paper with regard to Fenggang customs supervision and control to improve the performance, including administration,organization, information platform, personnel training, control means and theperformance evaluation. Meanwhile, testing and verification of the measures willbe done through the empirical analysis, to prove the feasibility andmaneuverability of the countermeasure. This paper will finally present a set ofscientific and complete method to promote Fenggang customs supervision andcontrol.
