Customs Regulatory System Under The New Situation, The Construction Route

With the rapid development of world economy, China gradually comes to the center of the world trade arena, changing its role from a big trade power to a strong trade power. Meanwhile under the circumstance informationization, China Customs is facing a situation of growing operation, diversity and complexity for its supervision and control work. The premier Wen Jiabao once on a governmental conference made his claim of moving forward Customs supervision and service.Facing this situation and under the guide of scientific outlook on development, it's urgent to take reform and move forward Customs supervision and service, pursuing the goal of comprehensively, coordinate and sustainable adapting to our national reform and open policy and socialism market economy.Thinking of the request of premier, the General Customs Administration made a decision of constructing Customs supervision and control System.It's both the summary of experience and the reply of practical problem. And thus we could find its feature of advance with the times.Furthermore,the General Customs Administration clearly defined that the system is to achieve effective supervision,focusing on risk management,meeting the needs of integration activity, and based on the mode of comprehensive control.There're five chapters in this thesis:The first chapter is the background of this article and the introduction of problems.The second chapter is the introduction of the new situation caused by the globalization and informationization, as well as the necessity of Chinese Customs Supervision and Control System.And the introduction of China Customs management, as well as the analysis of 3 problems to be solved and 4 items to be struggled of China Customs management.Thus we come to a conclusion of areas that we should make effort on the new idea of what is called Chinese Customs Supervision and Control System.ChapterⅢis the comparison on Customs reform of USA, Australia and Holland, and the West public management reform theory is sort out.And then focus on collecting and coordinating China Customs research in the field of public administration.,as well as ideas used for reference and the "4 change"-trend conclusion of Customs reform:Management ideas change from administration oriented to client oriented,management objects change from articles of trade to both articles and person, management methods change from one single mode to classified management, management structure changes from loose to integration.ChapterⅣis further explanation of Customs Supervision and Control System on its connotation and extension. And finally in this chapter, six practical and guiding proposals were put forward.ChapterⅤis the ending words of this article.
