With the unceasing change in form of international trade, our country has put forward new requirements considering the opening and development of coastal and bordering zones. Depending on the location and geographic advantages, Guangxi is facing a key period of "Diamond Decade", regarding opening and cooperation as fundamental way. In fact, the province’s levels of opening and foreign trade dependency are still lower, and the industrial structures are unreasonable. Import and export trade, which promotes the economic development, needs to be accelerated and expanded. After reform and innovation in many years, customs of China has implemented the paperless clearance step by step, and the regulatory facilities and devices in port has improved. However, the management mode of customs is out of date, with too much links and too long circulation cycle. It doesn’t adapt to the current economic development situation, and the port’s ability to drive the mainland needs to be strengthened. Limited by the old recruitment, a lot of human resources have be wasted in repeated and inefficient management process, to increase the risks of graft and infringement. In order to improve territory protection, promote trade security and facilitate legal goods flow, the author plans to using the methods of fragment integration, classification management and so on, to explore an effective way to optimize customs regulatory functions, practice the modern regulatory concept, solve the main problems in the open economic development faced by customs, and improve the opening level of Guangxi.
