Financial Treasury's concentration of collecting and paying system is a kind of modern Treasury management system, which means a management system through a single account system of collection and payment practicing centralized treasury of fiscal fund, including centralized income system and centralized payment system. Treasury centralized paying system is guided by public finance theory and benefit finance theory to improve financial management efficiency and unify finance, on the premise of keeping budget unit funds right and financial freedom unchanged, canceling budget unit bank account. Then the Treasury Department opens a single account in the bank and sets up a special payment institutions, realizing a new financial management system of budget unit centralized payment financial funds through the budget and index management. As a grass-roots staff, I participated in the county treasury centralized paying system development,The system is based on the J2EE technology, which can reflect openness, cross-platform and good expansibility of economic development zone. The system also adopts international standard J2EE tri-tier structure, making application performance layer and logic layer, data layer data storage separate. It uses the new generation Java Web services XFire Web Service as the engine to provide convenience for the system design and to ensure the system flexible and efficient from the view of framework. It uses ireport and jasper report technology to realize the payment statements, solving the B/S mode payment vouchers printed question.According to the specific requirements of the ministry of finance and counties, we design and realize the county treasury centralized paying system. The main work in this paper is to analyze the county treasury centralized paying system systematically and put forward the goal that centralized payment system overall business needs to complete based on system analysis; according to the research, we have put forward the objectives and principle of centralized payment system, and according to the actual condition of the counties, proposing the design principle of the high unity and expansibility of the centralized payment system. We also propose the whole design of the system and detailed design of the main function modules, including project management, payment of management and system management. We explain how to analyze and design the system in an efficient and practical way based on the detailed analysis of system module function and describe the reasons why we choose related technologies to make systems have scalability and maneuverability and better performance.At present the whole system has achieved the main function of county treasury centralized paying system. Through the application of this system, the county treasury can know payment plan well; a lot of repetitious fiddly work is all done by system automatically and operation is simple; the system will print all kinds of document information, generating the appropriate folders, and greatly reducing personnel's workload In addition, we can enquiry and analyze the information such as accounts receivable, payment and powerful data processing ability. There is no need for customers to pay extra money to buy database platform. It is extensible and suitable for county treasury of this size, helping the county treasury timely understand each payment detail and find the existing problems.
