Design And Implementation Of A Local Taxation Bureau Process Management System

In order to adapt to the new trend of Internet development under the innovation 2.0,namely "Internet+" working mode,a local taxation bureau refers to the requirements of State Administration of Taxation and develops its performance indicator via focusing on the six major parts,which include " tax law system violating the norm,mature tax system,superior and convenient service system,scientific and strict levy system,stable and powerful information system,and efficient and clean-fingered organization system.Meanwhile,by combining the problems that are likely to appear in the duty fixation when undertaking performance evaluation indicators in municipal and county governments over the past two years,this paper defines and refines the issues concerning decomposing the undertaken superior-inferior evaluation indicators.Directing at the problems of lacking undertaking awareness in some subsections,inter-departmental evasion of indicators,difficulty of clarifying responsibility and more actions with more mistakes,this local taxation bureau proposes to clarify work task progress,improve the efficiency of target process management and carry out comprehensive assessment on the undertaking quality.This paper mainly contains the following contents:(1)The system requirements are analyzed to extract functional and non-functional requirements,and then combined with actual requirements.Meanwhile,the practical cases are designed according to these demands for functional tests.(2)Appropriate programming language and development environment are selected,the basic principles of system design are constructed,network topology is built properly,and finally a feasible program that meets requirements is formulated.(3)Firstly,the data model of database is designed according to the well-designed architecture system.Secondly,the logical model of database is designed based on actual situation.Finally,the RDBMS(Relational Database Management System)in accordance with logical structure of the database is selected,and storage structures and access method of database are designed and implemented.(4)The object-oriented analysis method is applied to design and encode functional modules of the system to achieve fixed functions.By taking Eclipse as the integrated development environment,this design constructs a SOA structure-based target process management system through J2EE+JAVA technology and ORACLE database.Based on the four modules of task maintenance,information management,ranking statistics and system management,this system evaluates,controls and supervises the behavior,work content and progress of cadres and workers in the entire system.In this way,the process monitoring management of tasks such as accurate assessment assigned by matters,people and higher organs is improved.
