As the number of wireless mobile network users and devices continue to increase, how to provide higher network capacity, faster transmission rate and better user experience have become urgent problems in the network.Multi-layered heterogeneous network(HetNet)is proposed and considered as of great practical significance and wide application prospect. In HetNet,nodes are deployed with different transmit power to provide more reliable coverage, higher throughput and faster data rate. This field has attracted the research attention of many scholars and researchers. The multi-layered HetNet has complex network structure and consists of many types of nodes. There are many research directions, such as network interference management, mobility management, load balancing and user scheduling. They could not be solved by using the methods in traditional cellular network.Due to the complicated traffic distribution in HetNet,the resources of the network may have shortage in some locations and surplus in other places. Therefore, how to design a reasonable load balancing algorithm for different scenarios is a question worth studying. With the increase of data traffic, user service requirements express different characteristics in temporal and spatial dimensions, which brings serious load imbalance problem to the network, resulting in low resource utilization and affecting user experience. In this paper,a distributed load balancing algorithm is proposed for this kind of scenario. We make use of this characteristic while designing the algorithm and consider switching ON/OFF small cell base stations(SBSs)for improving the energy efficiency. We design a load balancing factor. Then the problem is formulated as a nonlinear integer programming that seeks to minimize a load function. The genetic algorithm is adopted to obtain a suboptimal solution for this problem. The simulation results verify the effectiveness of the proposed algorithm in system load balancing and energy efficiency. In this paper,a load balancing algorithm based on self-organizing resource allocation is proposed for the typical HetNet scenario with non-orthogonal multiple access(NOMA).Network resources are allocated according to the flow demand automatically. We introduce the traffic forecasting model in NOMA network. On the basis of the prediction result, the optimization problem is formulated to maximize the total throughput and solved by quantum-behaved particle swarm optimization(QPSO)algorithm. In addition,to evaluate the system resource allocation and traffic distribution condition, this paper also designs an evolved balance factor(EBF)which takes into account elements such as resource utilization efficiency and data flow distribution. The simulation results show that the proposed algorithm has obvious performance advantages compared with other existing algorithms.
