Long term evolution (LTE) is often referred to as 4G, which makes the transmission rate of the communication network greatly improved, due to a large amount of data services occurs in the indoor, indoor users of large data volume and uneven distribution, resulting in indoor signal is not ideal, local congestion occurs in the network. Therefore, the deployment of a short distance, low power consumption of small cell becomes an effective solution, small cell can effectively enhance outdoor coverage, capacity improvement, improve indoor coverage, and thus improve the whole network capacity. However, the deployment of small cell, and the introduction of small cell makes the network more complex, the higher cost of artificial configuration management, so we introduce the concept of network self-optimization.This paper focus on TD-LTE small cell load balance and capacity self optimization, this study proposes a combined load balance and capacity optimization equilibrium. The algorithm begins with the allocation of resources access to offloading users from macro base station to small cell; Then followed by the principle of game theory based on adjustment of small cell, obtain the power of the optimal parameters, optimize the system capacity; Finally the simulation results show that the allocation of resources access control strategy of this algorithm can optimize the network, to prevent overload phenomenon in TD-LTE network and small cell network, to maintain the overall quality of service of the network to achieve load balancing; Setting reasonable conditions to achieve system the optimal capacity, and is better than the classical algorithm.In addition, his paper focus on TD-LTE small cell capacity and coverage self optimization, a new method based on tabu search for capacity and coverage optimization of TD-LTE base station is proposed. The algorithm builds a joint optimization objective function with capacity and coverage, which is introduced into the process of parameter adjustment. The algorithm searches for a distributed search with a small base station transmit power to search for the optimal system capacity and coverage. The simulation results show that the proposed algorithm is better than the existing algorithms in terms of reasonable setting conditions, the average efficiency of the system and the efficiency of the spectrum efficiency of the system.
