The research of radar detecting targets at sea has brought to the attention of the radar researchers. When the radar was in a state of the search, the received radar echo was the composite scattering echo of the target and sea surface. On the macro the sea in different cases and the evaporation duct above the sea would affect the radar echo. And in microcosm the structure and configuration of the target would also affect radar echo.In order to solve this problem, the article was based on a ship targets at sea.It studied the problems of ships electromagnetic scattering in different cases. The main contents are as follows:The influence of sea surface oil slick on sea surface scattering characteristics was studied.Through the simulation,it analyzed the relationship between the thickness of oil layer and sea conditions with the backward scattering coefficient of sea surfaces covered in oil.How radar parameters influenced the scattering characteristics of sea surfaces covered in oil was discussed.Studies show that, the sea surface covered in oil and different sea conditions could change the backward scattering coefficient;the backscattering coefficient of sea surfaces covered in oil related to radar parameters.Using the shore-based radar as an example, through the simulation it analyzed the electromagnetic scattering characteristics of the ship at sea.The results showed that: with sea level increasing, the ship RCS decreased.Evaporation duct could enhance the ship RCS.Then it discussed the relationship between the influence of sea condition and evaporation duct for ship RCS with the radar parameters. The results showed that, the further the target distance was,the smaller the influence of sea condition for ship RCS was.The further the target distance was,the more obvious evaporation duct trapping effect was.It analyzed the relationship between different sea conditions, evaporation duct and radar parameters with the ship electromagnetic scattering characteristics in the case of the sea surface covered in oil.The sea surface covered in oil would increase ship RCS.With the sea condition increase, the radar echo weakened, and comparing with the normal sea surface, the degree of the radar echo weakening was small.Evaporation duct would enhance the radar echo, and comparing with the normal sea surface knew that the sea surface covered in oil had nothing to do with the influence of evaporation duct. The same polarization's ship RCS was bigger than the cross polarization's,and the VH polarization's ship RCS was higher than theHV polarization's.The different angle of incidence would more influence the ship RCS at the sea surface covered in oil.
