Cadre education and training play an irreplaceable position and role in the development of the party and the country.Attaching importance to cadre education and training is a successful experience of our party in governing the country and administration.To strengthen cadre education and training is a strategic plan for promoting the replacement of the old and new cadres.The current situation requires that education and training for leading cadres,especially for young and middle-aged cadres,be placed on the most important position.With the rapid development of Internet information technology,more and more admi nistrative soft wares are appearing one after another,which meets the needs of government administration.In order to make up for the current shortage of education for cadres,the Internet and cadre education and training should be combined to build an on line learning system for cadres and educators so as to improve the current situation that cadres receive fewer opportunities for learning and education.Through the research and analysis of the present cadre education and training system in our country,this paper establishes the requirements of the online learning system for cadre education and affirms the feasibility of the system.At the same time,the emerging web technology has injected new hope into the cadre education platform.Through the detailed analysis of business process,role definition and system environment in e-learning system for cadre education,it is determined that the e-learning system for cadre education should adopt the B / S structure system architecture based on J2 EE platform.The i ntroductions of MVC layered ideas and object-oriented programming ideas are to facilitate the upgrade and maintenance of the system.The system uses the Java programming language,SSH framework and the lightweight MySQL database to store and manage all kin ds of data information in the cadre education online learning system.Through the construction of an online learning system for cadres,we must solve the bottlenecks of teachers and educational resources in the field of cadre training.The grassroots cadres in this area have been given adequate training opportunities.At the same time,we have introduced Internet thinking in training contents and training methods to enhance the effectiveness of training and to improve the education and training system for cadres.
