With the development of mobile communication, better quality of communication and faster data service will not only become the core competitiveness of operators but also become the needs and goals for future mobile communication development. In recent years, with the large-scale global commercial applications of LTE, requirements of mobile data services grow explosively. Single format or spectrum is not enough to carry the growing business needs, TD-LTE and FDD-LTE hybrid network has become an inevitable trend in the development of mobile communications network.LTE hybrid networking is one of the current operators' 4G network form. The domestic and foreign operators joint major manufacturers to carry out research and achievement of related technologies actively. In order to utilize resources of the network fully in LTE hybrid networking, balance the network load, as far as possible to enhance the user experience, which will enable the competitiveness of operators.Load balancing can balance the traffic load between multi cell and prevent the phenomenon of highly load in local area while the neighbor cell resource utilization rate is low, and can reduce the manual work involved in network management and optimization. This thesis proposes a LTE hybrid network load balancing scheme, monitor the cell load in overlap area of TD-LTE and FDD-LTE, using double threshold method to judge the load, transfer cell load by switching UE, which brings the resource of hybrid networking balanced. This thesis has reduced the number of switching, which not only improve the efficiency of load balancing switching algorithm, but also provide users better quality of service experience.Before the deployment of the system, the load balancing scheme of hybrid network need to be fully researched and evaluated through simulation. The load balancing simulation platform is based on integrated development environment in MATLAB. The initialization module, data processing module and result display module are abstracted into class by using object-oriented programming techniques, which can achieve system-level simulation results on the basis of the link level simulation. The platform characteristics include modularized function, diversified technology, high reliability and high scalability.Finally, the performance of load balancing scheme was tested a nd evaluated in this thesis. Analyze the performance curve's change of evaluation index before and after the load balancing. The results show that the program is not only consistent with standard definitions and actual communication needs, but also improve the performance of the system, verify the feasibility of load balancing scheme in LTE hybrid network.
