With the development of 5G technology, the contradiction between spectrum demand and business increment is becoming more and more serious. Two ways are introduced to solve this contradiction, including the increament of frequency resources and improvement of spectrum efficiency. For the first way, the frequency resource allocated for GSM is now considered to be withdrawed for the novel technology. However, this way is invalid because of the long duration from the beginning of the recycle to the end. For the second way, there are three resolutions:making the spectrum efficiency as the key technology to evaluate the eNB, buliding the the third-party platform to manage the whole system and designing the specific equipment to evaluate the frequency efficiency.In this paper, the frequency evaluation is analyed, based on which a platform of typical cellular system and a database system are built to improve the spectrum efficiency.This paper consists of three parts:First, the paper uses two methods to build the framework of the platform, which is based on the WEBGIS server and based on the combination of Du-map and MATLAB. The paper mainly explains the function of each part at the structure platform of Baidu map and builds the MongoDB database based on the Du-map.Second, the spectrum efficiency are also analysed, including the analysis of interference?electronic field?layout and the use of resource.And the paper detailedly describes the steps of the MATLAB algorithm and the interaction between framework and MATLAB. According to the analysis of the interference, the paper carries on the modeling and simulation of the object, the principle and the scene.Third,The operation procedure between users and the front pages and the Programming interface are introduced in order to simplify the use.Finally, the details of the researches in the future are introduced.
