With the material management organ of the author's company as the research object and in accordance with the present situation of material management of the company,this paper points out the problems in present material management methods based on the case study of Electric Railway material management practice.First,the material management processes are complex with a great amount of data,which is likely to result in incorrect manual statistics.Second,there lacks effective connection system among the management processes and departments,which results fails timely communication of information.Third,the query of material data is complicated due to the absence of effective tools.For these reasons,the combination of material management and modern computer software system is put forward in this paper to optimize management practice with task management as the core,achieve whole-process monitoring and management and boost the modernization of material management in enterprises.Based on the theories of software design engineering and detailed demand analysis,the study focuses on rational design,comprehensive functions,safe system,simply operation,friendly interface,highly efficient performance and stable operation.With filed-survey of material management practice in railway construction,this study analyzes the present situation and customer demand of material management in railway construction,makes demand analysis of material planning,material procurement,material use and material storage,designs system illustrations and main data flow diagrams,makes detailed description of the function of each system module,completes the overall design,network design,functional design,database design and process design,and realizes the B/S-based railway construction material management system on.NET platform by means of the database and network technology.Through the management system to achieve and test,to achieve the construction site material management to obtain data information requirements.In the system to obtain timely and accurate data,the material procurement plan and inventory management as an example to establish material procurement strategy model and inventory control management model.The procurement strategy is based on the analytic hierarchy process combined with the calculation data,and puts forward the reasonable purchasing strategy for the material purchasing department.Secondly,according to the ABC classification method and the regular ordering method,the stock quantity control method is put forward for the material with different attributes.In the follow-up of the company's material management process,the application of this management system,not only to achieve the company's material management to the standardization,refinement,information technology direction,but also reduce the burden of material management personnel,improve work efficiency,Procurement,inventory and other comprehensive and systematic management to protect the construction site material timely and effective supply.In addition,through the analysis of system data,put forward a reasonable material procurement strategy and material inventory management methods,so that material procurement and inventory costs dropped significantly,for enterprises to create greater economic benefits.
