With the rapid development of wireless communication technology,intelligent terminals and wireless communication services grow exponentially,which makes the use of spectrum more diverse and complex,and monitor of spectrum use become more complex.In order to guarantee for building next-generation broadband wireless mobile communications network smoothly,protect the industry develop sustained and healthily,we need to configure additional frequency resources,and more advanced technology is needed to meet the requirements of communication frequency using.Assessing the frequency resource utilization of mobile communication network spectrum efficiently and achieving a critical link in the closed-loop resource management is necessary.In order to manage the limited spectrum resources and supervision better,improve spectrum utilization,it is needed to stand in the perspective of the third party of operators to assess the frequency of the mobile communication network resource utilization.In this reseach,from the perspective of a third party,the method of assessment indicators of WCDMA and LTE were studied.This study includes the following sections:1)WCDMA and LTE protocol stack,as well as the mobile communication network assessment research;2)from a third party perspective,develop the required assessment indicators and the index parameters of WCDMA protocol stack,and propose calculation methods based on the research of downlink channel;3)from a third party perspective,develop the required assessment indicators and the index parameters of LTE protocol stack,propose the process to abtain the system information;4)proposed utilization of WCDMA channel code blind detection algorithm,and to verify the correct rate performance of the simulation study of the detection in different SNR situation.
