Natural disasters often lead to casualties and property losses, the works of disaster monitoring and disaster assessment have important significance and value for disaster relief. With the mobile communication technology is applied, mobile phone has been widely used as a mobile terminal. In this paper, the communication tower monitoring and communication data are combined to do the work of disaster monitoring and disaster assessment.In this paper, the communication characteristic of the people in disaster area is analyzed . The relationship between user communication behaviors and the sudden natural disasters is established. The method of disaster monitoring and disaster assessment is put forward, in which the communication tower status monitoring and user communication data are put combined. Based on the research achievements of the laboratory, the better monitoring method of communication tower working status is presented. The time series model is established by using SPSS, and the model is analyzed and evaluated. The system of disaster monitoring and disaster assessment is developed and the function is designed. The software of Lab VIEW is used to build a assessment system. The visual interface is designed to make the assessment results be more intuitively reflected and test it using simulated data. At present, the effective disaster assessment method of casualties in the process of disaster is lack and the research work in this area is few. The research work of this paper has been carried out in this study, an evaluation method is proposed, which can provide an important reference for disaster relief.
