With the popularity of high definition video, the network monitoring is walking into the high definition video era from the standard definition video era. The current network monitoring should not only meet the requirements of 'visible'and 'clearly seen',but also to be intelligent. Since the premise of the video to be intelligent is to be seen clearly,high-definition video network transmission has become the focus of the network monitoring development. However, high-definition video transmission will bring bandwidth pressure. So using a new video codec will be a trend. The paper proposed a network transmission system based on H.265 codec which can reduce the delay time and bandwidth. The system uses hard-coded and soft decoding scheme design. The paper mainly contains three parts. The first part is about high-definition video acquisition and compression based on H.265 codec. The second part is about network stream media transmission base on H.265 stream transmission.And the last part is about the real-time display and automatic vehicle license plate recognition based on H.265 stream decoding.High-definition video acquisition encoding based on H.265 codec is developed by Hisilicon Hi3516A processor which can support H.265 hard-coded. Hi3516A processor contains H.265 encoder hardcore. Compared with previous soft-coded implementations,Hi3516A processor has improved in the coding speed and efficiency.Video streaming media server is developed on the C/S structure which is built in Boost:Asio library. Compared to other generic streaming media server programs,this server has better dedicated feature and it is more efficient. Also the server-side transmission delay is relatively small. The video transmission delay is about 120ms under the present LAN conditions.The system uses the method of soft-decoding to decode the encoded video and the method of rendering to display the decoded video. In order to achieve the purpose of real-time display,the system uses the technology of Directdraw to display the decoded video. At the same time,the decoding program selecte the method of stream decoding. In the end,the system use the method of motion detection to detect the car automatically in the section of automatic license plate recognition. The design of license plate recognition is based on the open source software of EasyPR. The system improves the accuracy by improving the character recognition section.The research of the paper will provide a reference for the industrialization of the broadcast system.
